Edited Issue: F5 gives build error on Cloud Service project [1429]

NTVS 21008.01 (regression from 21003.02)

Repro steps:
- Create a new Cloud Service project with a web role and a worker role
- F5

Result:
You'll get the following build error:

Error 3 CloudServices64: Cannot find file named 'approot\bin\setup_web.cmd' for startup task setup_web.cmd > log.txt of role WebRole1.
