make sure we warn users about the dumb max_path limit on windows in any way possible.

Comments: @pminaev so overriding the `BuiltProjectOutputGroup` / `SourceFilesProjectOutputGroup` targets removes the error. However, I noticed that I can no longer debug the app - looks like someone else has raised a [similar issue](https://nodejstools.codeplex.com/workitem/1340).
