Commented Issue: Output windows spits out garbage chars while installing npm packages [1110]

Configuration
- Win8.1 CHS
- VS 2013 Ult ENU with Update 3 RC
- NTVS build 20627.00
- Node.js 0.10.29

Repro
- create a Node.js Express application
- Notice the output window during the process of install the npm packages

Actual results
- Certain chars are displayed as symbols\garbage characters. See the attachment for an image


Comments: This is with Chinese locale, right?
